VISION ZERO/GREEN:- NO DELAYS
The construction industry is one of the main sectors that provide important ingredient for the development of an economy. However, many projects experience extensive delays and thereby exceed initial time and cost estimates. Construction delays are considered to be one of project success in term of time, cost, quality, and safety. Projects are underway around the country, and motorists are experiencing delays and detours at construction zones. And many areas have begun building booms that are supposed to ease our Congestion woes by adding new capacity to existing roads.
But ironically, the construction projects themselves can create significant congestion and delay. The wealth of any nation is gauged by its performance in infrastructure provision through its construction industry. The construction industry is large, volatile, and requires tremendous capital outlays. For developing economies, road construction constitutes a major component of the construction industry. This means that much of the national budget on infrastructure development is channeled to road construction projects. On the other hand, delayed payments, financial processes and difficulties on the part of contractors and clients, contract modification, economic problems, materials procurement, changes in drawings, staffing problems, equipment unavailability, poor supervision, construction mistakes, and poor coordination on site, changes in specifications and labor disputes and strikes were found to be the major causes of schedule delays in road construction projects. Appropriate project management practices are thus required to curb the causes and effects of cost escalation and schedule delays in road construction projects in India. Long delays in infrastructure are not just peculiar to India but a challenge in many democracies. It is after all a hallmark of an open society that affected citizens have the right to ask for reviews and changes. However, even considering those necessary checks and balances we have some egregious delays and cost overruns. For example, the much-needed Santa Cruz-Chembur link road has been called by the World Bank as “the world’s most delayed road project”. Delays and cost overruns have significant and far-reaching implications. The short-term inconvenience and disruption of slow under-construction projects aside, it means that public goods take significantly longer to achieve the impact they were planned for. Vital infrastructure like schools, hospitals and housing are crucial for a healthy and skilled population. Infrastructure is also an essential pre-requisite to spurring economic growth and job creation. In short, delays in execution can have a serious impact on social and economic progress.
Apart from this there are some delays that can be overcomed while some cannot.
Major factors in construction delays are …
LACK OF COMMITMENT :- Builders don't have a proper commitment at the time of agreement on a particular deal and the results are as seen.
INEFFICIENT SITE MANAGEMENT:- Site management something that should be taken proper care of.Poor management can give you bad results.
POOR SITE COORDINATION:- A good teamwork among the workers helps you complete your target effectively and in a shorter time on the other hand poor coordination leads to delays in the projects.
LACK OF CLARITY IN PROJECT SCOPE:- This often leads to messing up of things and creates a sense of confusion among the people.
UNAVAILABILITY OF THE CONSTRUCTION EQUIPMENTS :- Sometimes due to financial or other reasons the construction equipments cannot be availed at the working place which is the reason for delay. These are only few sorted out reasons. There are many more like government interference, natural calamities, unavoidable circumstances like lack of some resources like electricity or water or some other pre requisites at the workplace, accidents and much more. All these causes delays at the time of construction of any project.
Some of these can be overcomed by having a proper planning and coordination at the workplace, by having a good management and skilled labour. A pre planned guideline so that the clarity in the project can be maintained.
For the unavailability of construction equipments due to financial reasons, rental construction equipments can be a good option. This method of renting of constitution equipments is getting popular day by day throughout the globe. It not only reduces the risk of delays in the construction but is also socially beneficial. Many countries have laid strict rules fixing the time limit of construction of the infrastructural projects. This is something that should be included in India as well. Thousands of projects are still stuck in the various government files and needs to be checked out. If things change and done in the right way, Soon we will be having a tag of developed country instead of developing nation.
